I hunt deer. Alot. I know that deer actually have less of a hearing range than humans do (their ears are more sensitive, but we hear a broader range of tones). Now that being said, deer do hear slightly higher tones than humans, but nothing like dogs. These deer whistles are nothing but the old "silent" dog whistles.
So canines (foxes, wolves, dogs) will definitely hear it (of course it may attract versus repel them!) and probably a bunch of other critters to, but PROBABLY not deer.
